G-8 urges Syria peace conference, France says Iran’s Rouhani could attend


G-8 leaders pressed Tuesday for Syria transition talks to get underway in Geneva “as soon as possible,” but Russia and western powers remain divided on other key issues.

Meantime, in a shift, France said Tuesday it would be willing to have Iran’s President-elect Hassan Rouhani attend the Geneva II Syria peace conference, following the moderate’s surprise victory in Iran presidential elections last week.

“My position is that if he [Rouhani] can be useful, yes, he would be welcome” at the Geneva conference, French President Francois Hollande said Tuesday on the sidelines of the G-8 summit in Lough Erne, Northern Ireland, Agence France Press reported. France previously opposed Iran’s attendance at the Geneva conference, while Russia has argued that Iran should be at the table.

A joint communique issued Tuesday by the G-8 powers-—the United States, Britain, France, Germany, Italy, Canada, Japan and Russia—”strongly” endorsed plans for the Syria peace conference to be held “as soon as possible,” to “implement fully the Geneva Communiqué of 30 June 2012, which sets out a number of key steps beginning with agreement on a transitional governing body with full executive powers, formed by mutual consent,” the document states.

“We remain committed to achieving a political solution to the crisis based on a vision for a united, inclusive and democratic Syria,” it says.

The document calls for the al Qaeda-linked al Nusra Front to leave Syria, but does not call on the Lebanese Shiite militant group Hezbollah to withdraw its fighters from Syria. It also does not mention Bashar al-Assad even once.

American officials pointed to its call for a transition body with full executive authority to be established out of the Geneva meeting as an important area of Russian-western consensus, as well as its demand that Syria give the United Nations access to investigate alleged chemical weapons use.

“There’s agreement with the Russians that there needs to be a path to political transition, that the status quo is unacceptable, and what needs to be focused on is stability for the Syrian people,” State Department spokesperson Jen Psaki told journalists at the State Department press briefing Tuesday.

“Our position… is there is no role for Assad in Syria,” Psaki said. “However, there is a [place] for those in the regime who are willing to accept the end of Assad’s reign and work for a better future for Syria.”

Under Secretary of State Wendy Sherman and acting Assistant Secretary of State for Near Eastern Affairs Beth Jones are due to hold another preparatory meeting with Russian and UN officials next week in Geneva, the State Department said Tuesday. Rouhani proposes nuclear transparency, easing US-Iran tensions

Iran’s President-elect Hassan Rouhani ushered in the post-Ahmadinejad era Monday with a sometimes extraordinary 90-minute press conference in which he stressed he would take a pragmatic and moderate approach to improve Iranian relations with the world and reduce tensions with the United States over Iran’s nuclear program.

“The Iranian people…will be happy to build trust and repair relations with the United States,” if the US pledges to never interfere in Iran’s domestic affairs and to respect Iran’s rights, including for domestic enrichment, Rouhani told the packed press conference in Tehran.

“We don’t want further tension” with the United States, Rouhani, 64, said. “Both nations need to think more about the future and try to sit down and find solutions to past issues and rectify things.”

“My government will defend the rights of the Iranian nation,” the multilingual cleric, who earned his PhD in Glasgow, said. “We want to see less tension, and if we see goodwill” from the United States, then “confidence -building measures can be made.”

Asked how Iran could get out from crippling economic sanctions, Rouhani said his government would offer greater transparency of Iran’s nuclear program and take steps to restore international trust to get sanctions rolled back. “Our nuclear program is transparent but we’re ready to take steps to make it more transparent,” he said.

Rouhani said, however, that the time has passed for Iran to agree to suspend lower level enrichment, which it did in 2004-2005 when he was Iran’s chief nuclear negotiator. “That era is behind us,” Rouhani said of the deal he negotiated a decade ago with three European powers to suspend Iran’s 3.5% enrichment. “There are so many other ways to build international trust.”

Rouhani proposed that a deal he discussed in 2005 with then French President Jacques Chirac, which he said was rejected by the UK and the US, could be the model going forward.

Hossein Mousavian, who served as a member of the Rouhani negotiating team, said the Chirac idea that Rouhani referenced involved the highest level of transparency of Iran’s nuclear program in exchange for Iran having its rights under the nuclear Non Proliferation Treaty (NPT) recognized.

“We agreed with Chirac that: first, the EU-3 would respect the legitimate rights of Iran for peaceful nuclear technology under the NPT, including enrichment,” Mousavian told Al-Monitor Monday. “Second, Iran would accept the [International Atomic Energy Agency] IAEA’s definition for objective guarantees that the Iranian nuclear program would remain peaceful and would not divert toward weaponization in the future.”

“It means that Iran would respect the maximum level of transparency that internationally exists,” Mousavian, a contributing writer to Al-Monitor, further explained. “In return, the P5+1 would not discriminate against Iran as a member of the NPT. It would respect Iran’s rights under the NPT like other members.”

Mousavian, asked how Washington should try to realize the potential to advance a nuclear deal under the more moderate Rouhani presidency, recommended that US President Barack Obama write Rouhani, offer him congratulations, and reiterate US interest in direct talks.

“Confirm the willingness and intentions of the US for relations based on mutual respect and mutual interest, to depart from 30 years of hostility and tension,” Mousavian suggested. Reiterate Washington’s “readiness for direct talks with no preconditions.”

“I think now is the time,” Mousavian said, adding that he too had been taken by surprise by Rouhani’s victory.

A top advisor to President Obama said Sunday the White House sees Rouhani’s election as a “potentially hopeful sign.”

White House to step up aid to Syria rebels, after US confirms Assad chemical use

President Obama has decided to provide military support to the Syrian rebels after the U.S. intelligence community concluded with high confidence that the Assad regime has used chemical weapons on a small scale numerous times, the White House announced Thursday.

“The President has said that the use of chemical weapons would change his calculus, and it has,” US Deputy National Security Advisor Ben Rhodes said in a statement Thursday.

“Put simply, the Assad regime should know that its actions have led us to increase the scope and scale of assistance that we provide to the opposition, including direct support to the SMC,” the Syrian rebel Supreme Military Council, the White House statement continued. “These efforts will increase going forward.”

The US assistance provided to the Syrian rebels “is going to be substantively different than what we were providing before our initial chemical weapons assessment in April,” Rhodes told journalists in a press call Thursday evening.

While declining to provide a full inventory of the assistance the US might provide to the rebels, Rhodes said the U.S. aim “is to be responsive to the needs of the SMC on the ground…There will be an increase in support to both the political and military side.”

Among the types of assistance the US was looking to provide, in coordination with allies, Rhodes said, was aid to enhance the Syrian rebels’ cohesion and effectiveness. “Communications equipment, transport, … medical assistance” [such as ambulances] “relevant to their effectiveness…to allow them to cohere as a unit that can challenge the regime.” The US would also provide small arms and ammunition, and would consider supplying anti-tank weapons, the New York Times reported late Thursday.

Representatives of the US, UK and France are expected to meet SMC military commander Gen. Salim Idriss in Turkey on Saturday, wire reports said Thursday.

The US announcement was made during a week of intensive, high level White House consultations on Syria, including a meeting Wednesday between US Secretary of State John Kerry and visiting UK Foreign Secretary William Hague. It also comes ahead of the first meeting between President Obama and Russian President Vladimir Putin on the sidelines of the G-8 summit in the United Kingdom next week.

Notably, the United States has briefed Russia on its latest Syria chemical weapons assessment, Rhodes said in the call Thursday. It has also provided the information to the United Nations, which Rhodes said had been unable to get its Syria chemical weapons investigation team on the ground in Syria due to Assad’s obstruction.

The announcement came as the United Nations said Thursday that it assesses 93,000 people have died in the Syrian conflict to date.

“We’re at a tipping point” in Syria, Martin Indyk, Bill Clinton’s former top Middle East diplomat told Al-Monitor in an interview Tuesday.

Recent gains by Assad forces, backed by Hizbollah, on the ground have thrown plans for transition talks in Geneva into doubt.

“There can’t be any political solution on an agreement on a post-Assad transition if Assad thinks he is going to see victory,” Indyk, vice president of the Brookings Institution, said.“What happens on the battlefield determines what happens in the conference room.”

Martin Indyk: ‘We’re at a tipping point’ in Syria


Doha, Qatar__“We’re at a tipping point in Syria,” Martin Indyk, vice president of the Brookings Institution and one of the architects of Middle East policy under former President Bill Clinton, told Al-Monitor in an interview in Doha Tuesday.

“I don’t know what President Obama will decide,” Indyk, speaking at the conclusion of the US-Islamic World Forum in Doha, said, regarding reports the White House is meeting this week to consider possibly coming out in support of lethal aid to the Syria rebels.

“I think the objective now is to help the opposition stave off further defeats. The Iranians and Hezbollah have intervened in a dramatic way with troops and weapons and this has led to a total imbalance on the battlefield. This is external intervention to try to ensure Assad survives.

“There can’t be any political solution based on an agreement on a post-Assad transition if Assad thinks he is going to see victory,” Indyk, who served as the Clinton era envoy to Israel and Assistant Secretary of State for Near Eastern Affairs, said. “So we’re at a tipping point. We’ve got to tip the balance back the other way. […] Whether the British and French with our support, or our lead, it doesn’t matter, [if] that staves off defeat. That’s urgent.”

But any decision to provide lethal aid and organizational support to the Syrian rebels “has to be part of an overall strategy which begins with an effort to achieve a political solution,” Indyk continued. “Geneva provides a framework for that. We can’t get to Geneva if Assad thinks he’s winning on the battlefield.”

“What happens on the battlefield determines what happens in the conference room,” Indyk said. “If [the conflict is] stalemated, [it’s more likely] you can get a political agreement.”

Indyk said he doesn’t believe Russia gave a green light to the recent Hezbollah actions in Syria.

White House meets on Syria as allies seek support for arming rebels

Doha, Qatar__ Secretary of State John Kerry has postponed a planned trip to the Middle East for urgent consultations on Syria at the White House and with US allies this week. The intense consultations come as the Obama administration, under pressure from the UK and France amid regime gains on the ground, could decide this week whether to approve sending lethal aid to the Syrian opposition, the Associated Press reports Monday.

President Obama on Monday will hold a principals committee meeting with his national security cabinet on Syria, a western diplomatic source tells Al-Monitor. Kerry is also scheduled to hold a video conference with British Foreign Secretary William Hague on Monday, according to his State Department schedule.

The flurry of high-level meetings come as the UK and France, which pushed for the expiration last month of a European Union arms embargo on Syria, have been seeking Obama’s vocal endorsement to arm and advise the Syrian opposition military. The UK plans to put the matter to a vote before British parliament.

The possible US pivot comes as the Syrian military, backed by Hezbollah, has been reversing opposition gains on the ground in Syria, and as the US has sought to see Assad’s forces set back ahead of possible transition talks in Geneva next month, analysts said.

“There’s developed an orthodoxy within key Washington circles that, in order to effect a political solution, you need to change the military balance on the ground,” Salman Shaikh, director of the Brookings Doha center, told Al-Monitor in an interview in Qatar Monday.

The core reasons for the turn are allied pressure, including the allegations of possible chemical weapons use; the fall of Qusair (see Ali Hashem’s first-hand account) and the signs of setback for the opposition; and the Syrian opposition National Coalition saying it is not coming to Geneva without more support.

The US has also over the past few months had more time to vet Syrian rebel groups, analysts said, and has somewhat increased its comfort level with Syrian opposition military leader Salim Idriss.

The P5+1 nuclear proposal to Iran in Almaty: Document

Here follows the P5+1′s Almaty confidence building proposal that was further discussed with Iran nuclear experts at technical talks in Istanbul on March 18th, and which remains on the table today.

The Christian Science Monitor’s Scott Peterson first reported on the details of the proposal, which he obtained from one of the negotiating parties, in April.

A western official, speaking not for attribution Sunday, confirmed to Al-Monitor the proposal is authentic.

The P5+1 confidence building proposal calls on Iran to suspend 20% enrichment; ship out the 20% stockpile it doesn’t require for medical use; agree to enhanced International Atomic Energy Agency (IAEA) monitoring; and suspend operations at, but not dismantle the cascades, at the fortified Fordow enrichment facility; for a period of six months. In return, it offers relief from United States and European Union sanctions on trade in gold and precious metals and petrochemical sales; the licensing of US repairs to Iran civilian aircraft; as well as to impose no new United Nations or EU proliferation sanctions.

If Iran agreed to the CBM proposal, “during the six months, negotiations would proceed on further steps, including a comprehensive long-term agreement that would restore the international community’s confidence that Iran’s nuclear program is entirely peaceful, respect’s Iran’s rights to peaceful nuclear energy, and terminate sanctions,” the proposal states. “In return for further significant action by Iran to address concerns about its nuclear program, the U.S. and the EU would be prepared to take comparable action, including proportionate relief of oil sanctions.”

Al-Monitor previously reported (March 26) that Iran expressed willingness at the Istanbul technical talks to suspend 20% enrichment and continue converting its 20% stockpile to oxide. But it raised objections to other requested measures, including suspending lower level enrichment at Fordow, shipping out its stockpile of 20% enriched uranium, and increased IAEA monitoring.

Iran issued a counter-proposal at the second day of Almaty2 talks April 6th, in which it said it would agree to suspend 20% enrichment and continue converting its stockpile of uranium hexafluoride (UF6) gas to oxide, in exchange for recognition of its right to enrich and a lifting of some banking sanctions, nonproliferation expert sources told Al-Monitor last month. Western officials characterized the Iranian counter-offer as asking for a lot, and offering very little.

Iran’s presidential candidates sharply challenged Iran’s nuclear negotiator Saeed Jalili at a televised campaign debate last week on why there had been no progress in nuclear talks. Notably, Ali Akbar Velayati, the foreign policy advisor to Supreme Leader Khamenei and former Iranian foreign minister, derided Jalili as ineffective and pedantic, saying negotiating involves more than lecturing the other side about one’s positions, but getting results.

“You want to take three steps and you expect the other side to take 100 steps, this means that you don’t want to make progress,” Velayati chided Jalili in the June 7 debate, the Christian Science Monitor reported. “This is not diplomacy…. We can’t expect everything and give nothing.”

“What people are seeing, Mr. Jalili, is that you have not gone forward even one step, and the pressure of sanctions still exists,” Velayati added.

Jalili, who has served as Iran’s nuclear negotiator since 2007, refuted the criticism, saying that the Supreme Leader, briefed on the Almaty discussions, had approved of his negotiating stance.

Israeli lawmakers, in letter, throw support to Kerry peace efforts


The head of a coalition of some three dozen Israeli lawmakers has written U.S. Secretary of State John Kerry praising his Middle East peacemaking efforts and urging him to persevere, despite push-back from some members of Israeli Prime Minister Netanyahu’s governing coalition.

“We are writing to you to inform you of the formation of the Knesset Caucus for Ending the Israeli-Arab Conflict, and to convey our gratitude and support to you for your continuing diplomatic effort to revitalize the Arab-Israeli peace process,” Israeli deputy speaker of the Knesset Hilik Bar wrote in the letter to Sec. Kerry, dated June 5th. The Caucus, formed last month, “stands ready as your willing and able partner in our shared mission to get to Two States for Two Peoples.”

Kerry, in remarks to the American Jewish Committee (AJC) this week, “asked the audience there to ‘seize the moment’…; we here in the Knesset aim to do just that,” Bar’s letter continued. “As you articulated so eloquently…Israel’s survival as a secure, democratic and Jewish homeland depends on the realization of a final-status agreement that creates two-states for people between the Jordan River and the Mediterranean Sea.”

Bar’s letter, published in full below the jump, comes as a counter-point to remarks by Israeli Deputy Defense Minister Danny Danon Wednesday, warning that the Israeli government would vote to reject any two-state solution to the Israeli Palestinian conflict.

“If you will bring it [the two state solution] to a vote in the government…you will see the majority of Likud ministers, along with the Jewish Home [party], will be against it,” Danon said in an interview with the Times of Israel Wednesday.

“What happens in the coming days will dictate what happens in the coming decades,” Kerry told the AJC in a speech Monday (June 3rd). “If we do not succeed now, we may not get another chance.”

The Knesset pro two-state coalition currently counts about 40 members, from the Labor, Hatenu’a, Shas, Yesh Atid, Hadash, Hatnua and Meretz parties, according to a list provided to Al-Monitor. It has the support of Israeli cabinet ministers Tzipi Livni, Yaakov Perry and opposition chair and Labor party leader Shelly Yechimovich.

The State Department did not immediately respond to a query about whether Kerry had received the letter, or his reaction to it.

Kerry is expected to travel to Israel, Ramallah and Jordan yet again next week – his fifth trip to the region since becoming Secretary of State. Kerry, in his remarks to the AJC, highlighted the Arab League’s reissuing of the Arab Peace Initiative last month, and its new position endorsing possible land-swaps in an agreement on the borders for a Palestinian state.

Newly joining Frank Lowenstein in aiding Kerry’s efforts in the State Department office of the Middle East peace envoy is former Senate Foreign Relations Committee and Pentagon Middle East advisor Ilan Goldenberg, sources tell the Back Channel.

Tom Donilon to step down, Susan Rice to succeed as NSA

President Obama’s National Security Advisor Tom Donilon will step down, to be succeeded by UN envoy Susan Rice, the White House announced Wednesday. President Obama will nominate his former White House advisor and humanitarian expert Samantha Power to be the next US envoy to the United Nations.

The announcement comes in advance of President Obama’s first meeting with China’s President Xi, in California later this week. Donilon has made the US “rebalance” to Asia a focus of his tenure as Obama’s top national security advisor, and traveled to China late last month to discuss the agenda.

The Back Channel reported May 3rd that Donilon was expected to step down this summer, several months earlier than previous reports had suggested. Among his considerations, associates said, was that he had been doing this for over four long years, and family medical issues. (Sources say that Donilon’s wife Catherine Russell, former chief of staff to the Vice President’s wife Jill Biden, is recovering from a medical issue. Obama earlier this spring nominated her to be his next ambassador at large for global women’s issues.)

White House associates say Rice and Power, like Donilon, are trusted Obama advisors who have been in his inner circle of national security confidants going back to his 2008 presidential campaign. As such, sources anticipated a relatively smooth transition and a good deal of continuity on major foreign policy issues.

“I think the interesting thing about this transition is it’s clearly been planned for a long time,” former White House spokesperson Tommy Vietor told the Back Channel Wednesday. “It’s not a shake up. It’s a transition in which Susan and Sam can hit the ground running because they have been doing it for four years.”

“The key to a successful national security adviser is having the President’s trust,” former Pentagon Middle East advisor Colin Kahl told the Back Channel Wednesday. “That is what made Donilon such a power player and the same will be true of Rice, who has long been close to Obama.”

It remains to be seen if the elevation of Power to the UN and Rice’s move to the White House will shift the Obama administration’s thinking towards greater Syria intervention, given their reported roles inside the Obama inter-agency debate advocating for NATO intervention in Libya, and Power’s expertise in humanitarian intervention and as the author of a Pulitzer Prize winning book on genocide.

“Power and Rice are strong and principled advocates of atrocity prevention, but are not the irresponsible liberal interventionists often portrayed,” Marc Lynch, a Middle East expert at George Washington University who advised the Obama 2008 campaign on foreign policy said Wednesday. “They are close to President Obama on foreign policy and will face the same limits and obstacles constraining the current policy on Syria. I wouldn’t expect them to rapidly push for a military intervention which the administration views as unlikely to succeed.”

“My sense is, everyone in the government, including Susan and Sam, is going to keep pushing for a better outcome in Syria,” Vietor said. “No one is satisfied with the outcome on the ground.”

“It’s wrong to assume that means military intervention,” he added. “We have a lot of considerations to work through. What you have got are people who have been in the government who understand the role that US diplomatic leverage and military power plays, and how that can often be the single most important thing we’ve got. So it’s certainly a significant set of changes. But it remains to be seen what it leads to in Syria.”

Donilon had been looking for the right time to announce his departure, to make the transition as smooth as possible, aides said. “Tom been thinking about this for a long time,” Vietor said. Rice and Donilon will work together over the next few weeks to manage the transition. Donilon is expected to depart mid-July.

While the administration’s re-balance to Asia as well as the US withdrawal from Iraq were top Donilon policy priorities, his imprint as a manager of the policy process is perhaps more significant. Donilon was deeply involved in the day to day running of the inter-agency process, some say with a heavy hand, as well as discipline. Aides say he should be credited with running a national security process in which disparate views were heard and fought over internally, but where notably few high-level cabinet fights erupted publicly.

“Tom Donilon has been an outstanding national security adviser. As an inside manager of the President’s national security policy process, Tom succeeded in leading a collaborative and insightful process in which all players – from top to bottom – worked together rather than against each other,” Ivo Daalder, outgoing US ambassador to NATO and a friend of Donilon, said.

“It’s a feat very few of his predecessors were able to accomplish,” continued Daalder, who is co-author of one of the defintive studies on the role of the national security advisor, In the Shadow of the Oval Office. “He truly managed a ‘no drama’ process – one that produced very effective advice for the President and ensured smooth implementation of the President’s decisions.” Continue reading

Kerry urges support for Mideast peace bid


US Secretary of State John Kerry on Monday signaled his determination to launch a new Middle East peace bid in the coming days, warning the time to get a two state solution is drawing to a close. But he offered few details of how new peace talks might avoid the pitfalls that have led earlier efforts to collapse.

“What happens in the coming days will dictate what happens in the coming decades,” Kerry told a Washington conference of the American Jewish Committee (AJC) Monday, as the State Department said that Kerry planned to make his fifth trip as Secretary to Israel, Ramallah and Jordan next week.

“Time is running out,” Kerry waned. “If we do not succeed now, we may not get another chance.”

Kerry, in his first major speech to a US Jewish audience since becoming Secretary of State, called Israeli Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas peace partners, who shared his commitment to reach a negotiated two state solution. While saying he understands why many in the region are skeptical the time is right to achieve a permanent Israeli-Palestinian peace accord, Kerry warned of the consequences of delay.

“Before anyone gives up hope, you have to ask if you are willing to live with a permanent conflict,” Kerry said. “A realistic one-state solution simply does not exist for either side.”

Many plugged-in US peace process veterans said they had little understanding of the details of Kerry’s initiative, while some Israeli observers expressed wariness that a fragile new peace effort, without the proper ground-work, was liable to collapse, potentially leading to violence.

Kerry “seems to think just talking to leaders and making speeches will make things happen,” a former senior State Department official, speaking not for attribution, said Monday. “He shows no appreciation for creating conditions for talks, not has he shown any understanding of the need to build a team or a coalition. He confides in nobody, has no real staff that is empowered, no conceptual thinkers under him, and is starting to appear desperate. That said, I sure hope he knows what he’s doing. Based on what I’ve seen, I have no reason to believe so. ”

The Israeli leadership wants peace, but “may be split between those who don’t believe the other side can deliver, and those who in addition are not yet ready [or] willing to put on the table what they know they’re going to do one day,” one Israeli official, speaking not for attribution, said Sunday.

“What they also want,” the Israeli official continued, “is a way to legitimately blame the Palestinians and not get blamed if it doesn’t happen now, which, to be fair, most think it won’t.”

“My guess is [Kerry] has no illusions about Netanyahu, and he knows President [Obama] will not expend heavy duty capital to rein him in,” one veteran Israeli peace activist, speaking not for attribution, told Al-Monitor Monday.

Other suffocating moves are likely to follow the alcohol bans, the kissing ban and the punishment of opinions deemed to offend religion and sacred values.

But one has to see all those controversies in the big picture to realize that the threats looming for Turkey are all essentially problems of democratization.

One thing is certain: No matter what you call it — be it Islamism, post-modern authoritarianism or high-handedness — this “Kulturkampf” will have no winner.
